US Seeks Expanded Role for Reliance in Venezuelan Oil Sector
Secretary of State Marco Rubio visits India to discuss increasing Venezuelan crude refining and potential upstream production.

During a diplomatic visit to Mumbai, U.S. Secretary of State Marco Rubio announced plans to engage with Reliance Industries regarding a significant expansion of their involvement with Venezuelan crude oil. Rubio highlighted India’s status as a refining superpower, noting that the nation possesses the specialized technical infrastructure required to process the heavy and extra-heavy oil grades produced in Venezuela.
The proposed collaboration aims to leverage the massive capacity of Reliance’s Jamnagar refinery complex, which can handle approximately 1.4 million barrels of crude per day. According to Rubio, the U.S. is interested in not only increasing the volume of Venezuelan oil refined in India but also exploring the possibility of Reliance engaging in direct oil production within the South American nation, building upon existing Indian investments in the region.
This initiative comes as the U.S. seeks to diversify global energy supplies and stabilize markets. While Reliance has already emerged as a major buyer of Venezuelan crude outside of the United States, officials acknowledge that navigating the current landscape of pre-existing sanctions remains a critical hurdle. Rubio indicated that both nations would need to work through these regulatory complexities to facilitate a deeper partnership.
The discussions are occurring against the backdrop of broader U.S.-India economic negotiations, including a long-awaited free trade agreement. While the administration’s recent approach to energy policy—including waivers regarding Russian oil imports—has faced scrutiny from some U.S. lawmakers, the push for increased Venezuelan oil processing is viewed as a strategic move to bolster energy security and strengthen bilateral ties between New Delhi and Washington.
