Judge Names Special Master to Probe Government Lawyers in Golf Course Dispute
Former U.S. Attorney Jessie Liu tapped to investigate potential ethical misconduct by administration counsel regarding East Potomac project.

A federal judge has announced her intention to appoint a special master to examine whether attorneys representing the Trump administration engaged in ethical violations during ongoing litigation. U.S. District Judge Ana C. Reyes selected Jessie Liu, the former U.S. Attorney for the District of Columbia, to lead the inquiry into the conduct of lawyers from the Departments of Justice and Interior. The investigation centers on the legal battle surrounding President Donald Trump’s controversial plan to renovate the historic East Potomac Golf Links in Washington, D.C.
The move follows a tense October 30 hearing where Judge Reyes expressed significant concerns regarding the transparency of government counsel. The court is investigating whether administration lawyers misrepresented the government's intentions regarding the renovation timeline, specifically after the president indicated work would proceed immediately despite a temporary judicial order blocking the project. During the proceedings, Judge Reyes remarked on the unusual nature of the situation, noting that the Department of Justice had effectively urged the court to disregard statements made by the sitting president.
Jessie Liu, who served as the top federal prosecutor in D.C. during the first Trump administration, is tasked with reviewing the actions of government legal teams throughout the dispute. While the appointment is not yet finalized, the judge has set a deadline for the involved parties to respond to the proposal. The scope of the potential probe is limited to the conduct of counsel through October 31 and is not intended to serve as a criminal investigation or a ruling on the merits of the underlying lawsuit.
The legal conflict, initiated by local residents and a non-profit organization, alleges that the proposed reconstruction of the public golf course violates environmental and preservation statutes. In response to the judicial scrutiny, the Interior Department has criticized the court, labeling Judge Reyes a "far Left activist" and defending the administration's efforts to improve the capital's infrastructure. This case represents yet another instance of friction between the current administration and the federal judiciary.
