US and Russia in Talks Over Potential Sanctions Relief for Sovereign Wealth Fund
Kremlin official confirms ongoing discussions regarding the removal of US restrictions on Russia's state-owned investment vehicle.

The administration of US President Donald Trump is currently engaged in negotiations with the Kremlin regarding the potential removal of sanctions on Russia’s primary sovereign wealth fund. Yuri Ushakov, a foreign policy aide to Russian President Vladimir Putin, confirmed on Wednesday that these discussions have been active for some time, though the ultimate result remains uncertain. The Russian Direct Investment Fund has been a focal point of these diplomatic efforts, with the fund’s CEO, Kirill Dmitriev, reportedly leading the push for relief.
These deliberations represent a significant development in the ongoing diplomatic maneuvering between Washington and Moscow. The sanctions in question were originally implemented by the Biden administration following the February 2022 invasion of Ukraine, at which time the fund was characterized as a financial vehicle for the Russian leadership. The current administration has suggested that such concessions are part of a broader strategy to maintain engagement with Moscow and facilitate progress in peace negotiations.
This potential policy shift follows a series of recent US actions that have eased economic pressure on Russia. Earlier in October, the Trump administration announced a temporary suspension of sanctions on Russian fuel exports, allowing for the sale of diesel to global markets. Additionally, the White House moved to waive various tariffs and penalties on Russian goods that were previously slated to take effect under the recently enacted Graham Act.
While the Kremlin has expressed interest in restoring economic cooperation, the prospect of lifting these financial restrictions has drawn attention to the evolving nature of US-Russia relations. President Putin recently indicated a willingness to participate in trilateral peace talks involving the US and Ukraine, scheduled for after mid-November. As these high-stakes discussions continue, the international community remains focused on whether these economic concessions will lead to a meaningful resolution to the conflict in Ukraine.
