Unsecured Police Dashboard Exposes Extensive Surveillance of Foreigners in China
A leaked database from the Zhangjiakou Public Security Bureau reveals the sophisticated, granular tracking of foreign nationals, journalists, and residents.

A cybersecurity researcher recently uncovered an unsecured police dashboard that provides a rare, transparent look into the sophisticated surveillance infrastructure used by Chinese authorities to monitor foreign nationals. The platform, identified as the 'Dynamic Control Platform for Foreigners,' was reportedly utilized by the Zhangjiakou Public Security Bureau to aggregate vast amounts of personal data on individuals living in or traveling through the city, which previously co-hosted the 2022 Winter Olympics.
The database contained nearly 12,000 entries, including detailed profiles for over 700 foreign residents and more than 300 foreign journalists. Beyond standard identification details like passport numbers, birth dates, and occupations, the system maintained a comprehensive log of daily activities. This included records of hospital visits, fuel purchases, and specific seat assignments on trains, illustrating a level of data integration that experts describe as unprecedented.
According to reports, the system appears to be a productized tool rather than a localized experiment, with links to Origin Dynamic, a Beijing-based firm that supplies robotics and surveillance technology to law enforcement. The platform reportedly utilized facial recognition technology and CCTV feeds to track individuals in real-time, with some subjects assigned specific 'trackable' tags that triggered automated alerts for police when they entered certain jurisdictions.
Human rights advocates have expressed significant concern over the lack of oversight regarding these data-gathering practices. Unlike in many Western democracies where the use of such surveillance is subject to public debate and legal checks, the Chinese system operates with minimal transparency. The discovery highlights how the state effectively reduces individuals to digital vectors and patterns, creating a pervasive environment where foreign visitors and residents are subject to constant, automated monitoring.
