Unsecured Database Reveals Scope of Foreigner Tracking in China
A leaked police dashboard exposes how authorities aggregate personal data to monitor foreign nationals.

A recent discovery by cybersecurity researchers has provided an unprecedented look into the sophisticated methods used by Chinese authorities to monitor foreign nationals. An unsecured police dashboard, identified as the 'Dynamic Control Platform for Overseas Personnel,' was found exposed on the open web, offering a rare glimpse into the state's expansive surveillance capabilities. The system, which appeared to be a prototype for the Public Security Bureau in Zhangjiakou, functioned as a centralized hub for tracking the movements and personal details of thousands of individuals.
The database contained comprehensive profiles for nearly 12,000 people, including foreign residents, journalists, and individuals from Hong Kong and Taiwan. Each entry was meticulously populated with sensitive information such as passport photos, visa status, private cellphone numbers, and residential addresses. In some instances, the records even included details regarding an individual's marital status, occupation, and religious affiliation, highlighting the depth of data aggregation involved in the project.
Beyond static personal information, the platform demonstrated the ability to integrate real-time tracking data. The system logged instances where individuals were captured by surveillance cameras at various public locations, including shopping centers, traffic intersections, and religious sites. This capability underscores a shift toward a data-fused, predictive surveillance model that moves beyond simple camera networks to create a holistic profile of a target's daily activities and trajectory.
Experts note that this discovery confirms long-standing suspicions regarding the scale of China's security apparatus. By pulling together information from diverse sources—such as entry/exit bureaus, hotel registration requirements, and facial recognition technology—the state can maintain a persistent watch over foreign visitors and residents. While the dashboard was described as a test model, its existence serves as a stark illustration of the technological infrastructure currently being deployed to ensure that foreign nationals remain under constant observation within the country.
