Unsecured Database Exposes China's Surveillance of Foreign Nationals
A leaked police dashboard reveals the sophisticated methods used to track and profile foreign residents and journalists.

A cybersecurity researcher recently uncovered an unsecured police dashboard that provides a rare, transparent look into the extensive surveillance infrastructure China employs to monitor foreign nationals. The platform, identified as the 'Dynamic Control Platform for Overseas Personnel,' was discovered by an investigator who found the system accessible on the open web. The dashboard, which appeared to be a prototype for the Public Security Bureau in Zhangjiakou, functioned as a high-tech command center for tracking individuals in real-time.
The database contained detailed records for approximately 12,000 people, including foreign residents, fugitives, and individuals from Hong Kong and Taiwan. Among the most notable entries were files on more than 300 foreign journalists. These profiles were remarkably comprehensive, aggregating sensitive information such as official passport photographs, private cellphone numbers, visa documentation, and exact dates of birth. Some of the individuals listed had never even visited the city of Zhangjiakou, suggesting a centralized data-sharing network.
Experts describe the system as a holistic profiling tool that integrates various streams of data to maintain constant oversight. By pulling information from facial recognition cameras, transit records, and mandatory hotel registration systems, the platform allows authorities to map the movements of 'sensitive individuals' down to the neighborhood level. The system reportedly places a specific emphasis on monitoring citizens from the 'Five Eyes' alliance, including the United States, the United Kingdom, and Australia.
For many, the discovery confirms long-standing suspicions regarding the scale of China's digital monitoring state. The researcher who unearthed the site was shocked to find his own personal data included in the watch list, highlighting the pervasive nature of the collection efforts. While the dashboard was labeled as a test panel, it was populated with real-world datasets, offering a chilling glimpse into how Chinese authorities synthesize vast amounts of private information to exert control over those within their borders.
