Shannon Taylor Secures Democratic Nomination in Virginia’s 1st District
Henrico County prosecutor wins crowded primary to challenge longtime incumbent Rob Wittman in November.

Henrico County Commonwealth’s Attorney Shannon Taylor has emerged victorious in the Democratic primary for Virginia’s 1st Congressional District. Following a competitive seven-way race, Taylor secured the nomination on August 4, positioning herself as the party's candidate to challenge Republican incumbent Rob Wittman in the upcoming general election this November.
As a seasoned prosecutor, Taylor campaigned on a platform centered on public safety and a commitment to addressing government corruption. Her candidacy received significant backing from the party establishment, including endorsements from Virginia Governor Abigail Spanberger and U.S. Senators Mark Warner and Tim Kaine. The Democratic Congressional Campaign Committee also provided organizational support, identifying the district as a key target in their efforts to regain control of the House of Representatives.
The 1st District, which encompasses parts of the Richmond suburbs, Williamsburg, and various rural counties, has historically leaned toward the Republican Party. However, Democrats are optimistic about the district's potential to flip, noting that Governor Spanberger successfully carried the area in 2025. Political analysts currently categorize the seat as lean Republican, setting the stage for a high-stakes contest in the fall.
Taylor, who has served as the Henrico County Commonwealth’s Attorney for 14 years, made history as the first woman elected to that office. Her victory in the primary marks a significant milestone in her political career as she prepares to face Wittman, who has held the congressional seat since 2007. While the primary results remain subject to final certification by the Virginia State Board of Elections, Taylor’s decisive performance has solidified her path to the general election ballot.
