Peshawar: Decision to tighten procedure for release of government funds in Khyber Pakhtunkhwa

Ban imposed on entry of funds in SAP system without prior approval of competent authority

Peshawar: It has been decided to tighten procedure for release of government funds in Khyber Pakhtunkhwa.

Finance Department Khyber Pakhtunkhwa has imposed ban on entry of funds in SAP system without prior approval of competent authority, while disciplinary action will be taken against officers and officials who delay release of funds, show negligence or violate rules.

According to Finance Department, new code of conduct has been issued for release and entry of government funds, under which funds cannot be entered in SAP system without prior approval or direction of competent authority.

According to document, compliance with prescribed formats has been made mandatory for release of funds under Annual Development Program (ADP) and Public Sector Development Program (PSDP). Disciplinary action will be taken against concerned officer or official for delay in release of funds or violation of prescribed procedure.

Document also instructs daily monitoring of release and expenditure of development and current budget funds. Approval of competent authority will be mandatory for release and re-appropriation of development funds, while for releasing funds of immediate nature also prior permission from Secretary Finance or concerned competent officer will be necessary.

Finance Department has clarified that facility of immediate release of funds cannot be used to bypass prescribed approval procedure. Development and current funds will have to be entered in SAP system on date of approval itself, while in case of delay in entry, concerned officer will have to bring its proper reason on record.
