Leaked Documents Reveal Russian Strategy to Cripple Ukrainian Energy Infrastructure
Intercepted plans detail a massive campaign involving up to 1,000 strikes aimed at cutting power, heat, and water to major cities.

Recent reports from The New York Times have brought to light an intercepted Russian strategy aimed at systematically dismantling Ukraine’s energy sector. The document, which was shared by Ukrainian Energy Minister Denys Shmyhal with European allies in Paris, outlines a three-stage offensive designed to force the nation into submission by creating a severe humanitarian crisis during the winter months.
The proposed campaign involves a massive deployment of up to 1,000 missiles, drones, and aerial bombs. The primary objective is to reduce electricity and heating supplies by 90 percent in key urban centers, specifically targeting Kyiv, Kharkiv, and Odesa. Beyond power generation, the strategy explicitly aims to disable critical water and sewage infrastructure, threatening the basic living conditions of millions.
The tactical approach is highly structured, focusing on the destruction of vital components such as electrical substations, thermal power plants, and hydroelectric facilities. A particularly alarming aspect of the plan involves targeting the distribution nodes connected to Ukraine’s nuclear power plants, which could potentially sever their connection to the national grid and cause widespread, long-term blackouts.
Furthermore, the plan includes efforts to neutralize substations located near Ukraine’s western borders, which are essential for importing electricity from European partners. By cutting off both domestic production and international supply lines, the strategy seeks to leave the country without a reliable energy source as temperatures drop.
Ukrainian officials have presented these findings to international partners to underscore the urgency of the threat. As the winter season approaches, the potential for a large-scale assault on civilian infrastructure remains a central concern for both the Ukrainian government and its Western allies, who are now assessing the implications of this detailed, multi-phase sabotage effort.
